Merseyflow is the free-flow charging scheme covering both the Mersey Gateway Bridge and the Silver Jubilee Bridge, run by Halton Borough Council. Like Dart Charge, you pay after crossing — separately for each direction — by midnight the day after. The PCN is currently £50, discounted to £25 within 14 days.
The detail that catches people out: paying late doesn't automatically cancel a PCN. Under Merseyflow's own terms, a late payment is held as account credit rather than applied to that crossing — so the PCN still needs a proper appeal even if you did eventually pay. If this happened to you, that's worth raising explicitly in your appeal.
First-time crossing? Merseyflow offers a discretionary route back to the discounted rate for first-time unregistered customers — worth checking before assuming you're stuck with the full penalty.
The appeal process mirrors Dart Charge: informal challenge, then representations, then an appeal to the Traffic Penalty Tribunal if needed. The discount is normally preserved during a challenge, but the full amount is usually payable if a Tribunal appeal is lost.
