Got Two Dart Charge or Mersey Gateway PCNs From One Trip? Here's Why

Both Dart Charge and Merseyflow charge per crossing, in each direction. That means a straightforward there-and-back trip — the kind of thing you might not think twice about — involves two separate charges. If you miss paying either one, you get two separate Penalty Charge Notices, not one.

It happens more often than you'd expect: unfamiliar routes, a diversion that sends you back the way you came, or simply not realising the crossing charges each direction independently. It's especially easy to trip up on Merseyflow, where the payment deadline is midnight the day after you cross — tight enough that a same-day round trip can catch both legs before you've paid for either.

Can the two PCNs be combined into one appeal? No — the appeals body requires each PCN to have its own separate appeal, with its own reference number, and they can't legally be merged into a single submission. What can be done is preparing both as one coordinated case: gathering the evidence once, and producing two consistent letters that reference each other for context, submitted separately as required.
